Job Description:
SUMMARY
Under general supervision of the Wahpeton Public School Board, administers all finance and business
operations of the District in order to assure that proper resources are available to meet WPS needs; and manage
assigned personnel.

the following:
Directs finance and business operations for WPS according to North Dakota Century Code; exercises
independent judgment with broad policy guidelines; provides leadership, direction, and guidance in
financial business strategies and policies.
Manages assigned finance and business work groups, including Accounting, Buildings & Grounds,
Purchasing, Transportation and Nutrition Services; develops plans to align finance and business work
group objectives with WPS strategic plans to meet the current and future needs of WPS.
Serves as principal advisor to the School Board and Superintendent on finance and business issues;
represents the School Board in negotiations with the employee union; assures the finance and business
activities and procedures meet state and federal standards.
Monitors and reviews educational finance and business trends; interprets user concerns, defines desired
results, develops solutions and new finance and business operational strategies.
Provides advice and consultation to WPS managers on finance and business issues and priorities; plans,
develops, coordinates, and implements finance and business programs; establishes and enforces finance
and business policies and system controls to meet WPS standards.
Manages finance and business work groups’ performance, productivity, and continuous improvement of
the work products; monitors operations, analyzes and resolves technical problems, and develops plans
for improved management of resources.
Performs financial analysis in the maintenance and management of accounting records for budgets,
general ledger, special funds, fixed assets, and special projects; reviews, researches, reconciles and
assures the accuracy of the ledgers and accounts.
Assures the accounting, payroll, and budget activities and procedures are in compliance with state and
federal rules and regulations, and WPS policies and procedures.
Analyzes financial information on WPS operations; reviews and monitors status reports and budgets,
and recommends appropriate actions; effectively communicates financial issues.
Supports the relationship between the Wahpeton Public School District and the general public by
demonstrating courteous and cooperative behavior when interacting with clients, visitors, and District
staff, maintains absolute confidentiality of work-related issues, client records, and District information;
follows compliance rules governing child abuse; performs related duties as required or assigned.
MIMIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Bachelor’s Degree in Finance, Business or Public Administration, or related field AND three years public
sector financial and business operations management experience, preferably in an educational
environment; OR an equivalent combination of education, training and experience.
Knowledge of:
WPS organization, operations, policies, and procedures.
State and federal regulations governing finance and business functions in educational environments,
including North Dakota Century Code, Chapters 15 and 15.1.
Techniques and practices for efficient and cost effective management of resources.
Generally Accepted Accounting Principles for public sector financial management.
Principles and practices of operational budgeting in a government/educational environment.
Legal, ethical, and professional rulesof conduct for public sector finance officers.
Principles and practices of administrative management, including personnel rules, cost accounting,
budgets, payroll, purchasing, planning, contracting, records management, and project management.
Principles, protocols, and security standards for networked information technology systems.
Safety rules and regulations, occupational hazards, and safety precautions in public facilities.
Skill in:
Monitoring and interpreting financial documents, and assuring compliance with all regulatory
requirements governing public sector financial activities.
Analyzing operational issues, evaluating alternatives, and developing recommendations.
Analyzing needs of WPS departments and prioritizing solutions to meet their needs.
Researching, collecting, analyzing, and preparing data; and generating reports.
Using initiative and independent judgment within established procedural guidelines.
Planning, organizing, and coordinating the work of assigned staff and work groups.
Enforcing and maintaining security standards.
Evaluating workflow, and assessing and prioritizing multiple tasks, projects and demands.
Operating a personal computer utilizing standard and specialized software.
Establishing and maintaining cooperative working relationship with co-workers, public officials and
representatives from other regional agencies.
Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid North Dakota State Driver’s License may be required.
