Reports To: Recruitment & Retention Manager
Term: Year-round position
Schedule: Mon-Fri Full-time - 7:00-3:30 pm

SUMMARY: The Senior Human Resources/Payroll Generalist supports the Human Resources (HR)/Payroll Department in areas such as employment, recruitment, substitute management, payroll, and activities contract management. The position also supports general department functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned)
Collaboration:
Partners with the Recruitment & Retention Manager on the application system processes for substitutes and activities functions. Functions include items such as:
Reviewing job postings and descriptions for substitutes and activities roles.
Reviewing and evaluating candidate applications.
Processing substitute and activity candidates’ new hire paperwork.
Reviewing and advising candidates on licensure requirements. Ensuring all substitute licensing is valid and up to date.
Partners with the Recruitment & Retention Manager to evaluate and monitor district attrition metrics and exit survey responses.
Partners with the Recruitment & Retention Manager to implement process enhancements to address attrition across the district.
Partners with district activities directors to maintain an up-to-date assignment list of co-curricular coaches and advisors from board-approved memos.
Owns facilitating collection of metric data from the HR department by establishing ongoing reminders and follow-ups for monthly reporting on items such as absences, substitute fill rates, position openings, role fill rates, time to fill, etc.
Owns processing unemployment claims for West Fargo Public Schools (WFPS).
Owns managing the content and updates to the HR department website content.
Supports HR department by serving as a backup owner for the background checks process on an ad hoc basis.
Develops positive, effective working relationships with learners and staff.
Communication:
Acts as backup to Benefits Specialist responding to inquiries from Teacher’s Fund for Retirement (TFFR) and North Dakota Public Employee Retirement System (NDPERS) regarding specific service, wages, and/or contribution information.
Partners with Benefits Specialist to process TFFR inputs.
Acts as primary contact for state agency communications related to TFFR/NDPERS.
Acts as primary contact for substitute-related communications from schools.
Owns maintaining substitute handbook by producing and updating content.
Owns maintaining substitute content on the WFPS website.
Supports HR Benefits Specialist by serving as back-up with educating and assisting new, and existing, employees in enrollment processes for TFFR and NDPERS through the New Hire Onboarding process.

Owns preparing, reconciling, and submitting reports for 403b and other payroll-related liabilities.
Owns preparing, reconciling, and submitting monthly contributions to the TFFR and NDPERS systems.
Owns monitoring and maintaining Frontline Absence Management system for processing new substitutes and ensuring substitute teacher licenses are valid.
Owns monitoring and maintaining Frontline Absence Management system for substitute scheduling.
Owns managing and monitoring contract payments and payroll submissions for coaches and activity advisors by calculating and issuing contracts and establishing payment schedules.
Owns preparing, reconciling, and submitting of annual TFFR reports.

Owns monitoring and maintaining district employee referral process and payouts.
Owns hosting substitute workshop prior to the start of the school year.
Owns preparing and submitting payroll data for substitute and temporary workers in the Frontline system on a bi-weekly basis.
Owns performing contract administration for Schedule II, Schedule III, and Schedule IV roles.
Owns managing and monitoring TFFR applications for substitutes, temporary staff, and activities functions for retirees.
Owns providing training for administrative assistants in Absence Management on an ad hoc basis.
Owns monitoring, and updating as needed, temporary and substitute pay rates.

Education and/or Experience:
Associate’s Degree in business, HR, payroll, accounting, or closely related field or equivalent related work experience – 2-year(s) minimum.
Bachelor's Degree in business, accounting, or a closely related field is preferred.
Demonstrated knowledge of payroll rules, regulations, procedures, and systems.
Experience working in an educational environment is preferred.
Experience with payroll processing is required.
Experience with data entry is required.
Experience working in an educational environment is preferred.
Ability to work independently and as part of a team.
Proficient to skilled with Microsoft Excel.
Experience with School ERP Pro/iVisions preferred.

Language Skills:
Ability to read, write, and comprehend simple instructions and short correspondences in the English language.
Ability to communicate effectively verbally, expressively, and reactively.

Adhere to the assigned work schedule by maintaining regular and punctual attendance.

Salary: Position follows the  2024-2025 Classified Salary Schedule at B243. Starting salary begins at $24.90-$27.15/hour, based on experience: https://www.west-fargo.k12.nd.us/departments/human-resources/salary
