Job Description:
SUMMARY
Under general supervision, directs operations and staff of the Buildings and Grounds Department; manages and coordinates the work of crews and contractors repairing and maintaining MPS facilities and grounds; manages compliance with all safety regulations and procedures.

Essential duties and responsibilities may include, but are not limited to, the following:
Directs the operations of buildings and grounds work crews; reviews building maintenance and repair requests, plans and prioritizes projects, and assigns staff to complete work; coordinates maintenance and repair work with staff and contractors as needed.
Directs buildings and grounds maintenance, repairs, improvements, and construction projects; exercises independent judgment within broad policy guidelines; provides leadership, direction, and guidance in buildings and grounds maintenance and repair services and policies.
Surveys facilities to determine maintenance and repair needs ; inspects buildings, evaluates options, and develops plans to improve operational efficiency, and meet environmental regulations including serving as the designee of the asbestos management program.
Manages buildings and grounds work groups; monitors operations, analyzes and resolves technical problems, and develops plans for improved management of resources; manages contractors and contracts for construction, repair, and maintenance projects; assures maintenance and construction projects meet state and federal quality and safety standards and MPS goals.
Performs job site inspections of ongoing and completed projects; assures timely completion of projects to minimize disruption; provides technical guidance to staff as needed; follows up with MPS management to assure customer satisfaction with completed projects.
Tracks, monitors, and manages work activities, projects, and expenditures; coordinates a variety of administrative activities including employee scheduling, purchasing, contracts, and status reports.
Responds to emergencies, investigates failures, and develops corrections; troubleshoots complex problems and maintenance issues, and develops cost-effective solutions.
Manages buildings and grounds staff, develops priorities, and assigns tasks and projects; develops staff skills, training and cross-training plans; meets regularly with staff to discuss and resolve priorities, workload, special assignments, problems, and technical issues.
Reviews financial information on buildings and grounds operations; reviews energy consumption, status reports, invoices, and budgets, and effectively communicates operational and financial issues.
Supports the relationship between the Minot Public School District and the general public by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and District staff; maintains absolute confidentiality of work-related issues, client records, and District information; follows compliance rules governing child abuse; performs related duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Bachelor’s Degree in Facilities Management, Operations Management, Construction Management, Business Administration, Engineering, or a related field; AND a minimum of five years experience in project management or related facility operations; OR an equivalent combination of education, training and experience.
Knowledge of:
MPS organization, operations, policies, and procedures.
Civil engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports for construction, maintenance, and renovation projects.
Principles of design, construction, and maintenance of public buildings.
State and federal regulations governing purchasing and public buildings safety.
Methods, materials, and equipment used in building and grounds maintenance.
Techniques and practices for efficient and cost effective management of resources.
Principles and practices of administrative management, including personnel rules, cost accounting, budgets, payroll, purchasing, planning, contracting, records management, and project management.
Safety rules and regulations, occupational hazards, and safety precautions in public facilities.
Environmentally responsible and resource-efficient facilities management techniques.
Skill in:
Analyzing operational issues, evaluating alternatives, and developing recommendations.
Reading and evaluating blueprints and technical schematics, collecting and analyzing data, and performing mathematical and statistical calculations.
Analyzing needs of MPS facilities, and prioritizing maintenance and repair solutions to meet needs.
Researching, collecting, analyzing, and preparing data; and generating reports.
Using initiative and independent judgment within established procedural guidelines.
Planning, organizing, and coordinating the work of assigned staff and work groups.
Enforcing and maintaining safety standards.
Prioritizing multiple tasks, projects, and demands.
Operating a personal computer utilizing standard and specialized building automation software.
Establishing and maintaining cooperative working relationships with co-workers.
Communicating effectively verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid North Dakota State Driver’s License is required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment and in various MPS facilities.
This position is subject to veteran's preference.
