ROLE SUMMARY:
Under the direction of the Superintendent, the Business Manager serves as the chief financial officer of the district, being responsible for providing financial information to the Superintendent, School Board, department managers and the public; managing the cash flow and investment of district funds; developing financial and demographic information and projects for long range budget planning and development; and representing the interests of the school district concerning issues of tax policy, budget and funding/fiscal legislation. The Business Manager provides oversight and leadership to the operational areas of Accounting, Operations, Purchasing, Buildings & Grounds, Food Service, Transportation, Aquatic Center, and the West Fargo Hockey Arena.
DUTIES AND RESPONSIBILITIES:
Provide leadership and supervision to operational areas of Accounting, Operations, Purchasing, Buildings & Grounds, Food Service, Transportation, Aquatic Center, and the West Fargo Hockey Arena.
Manage the district's budgeting process.
Supervise and manage the district's major financial accounting systems and prepare a variety of financial and student data reports to various local, county, state, or federal agencies.
Monitor the cash assets and cash flow of the district and ensure that funds are available to meet the fiscal requirements and obligations of the district.
Assist and provide support to the district in contract negotiations with professional teaching staff, classified staff, and administrative staff.
Attend all school board meetings and provide financial information and analysis, along with implications of proposals, before the Board in order to assist in the decision-making process.
Manage the district's self-funded insurance program and ensure that the district property and liability insurance requirements are met.
Handle tuition issues for learners attending out of district programs.
Manage the annual audit of financial records and provide the auditors with access to all necessary records and information.
Collaborate with the Human Resources Director on payroll issues and provide support as required to implement all payroll policies
Collaborate with the Human Resources Director and School Board members to establish salaries, benefits, and conditions of employment for classified staff.
Manage the elections of the school district, including those held in conjunction with others political subdivisions.
Supports District operations.
EXPERIENCE AND QUALIFICATIONS:
Bachelor's Degree in Accounting, Finance, Business Administration, Education, or other closely related area is required.
Master's Degree in Accounting, Finance, Business Administration, Education, or other closely related area is preferred.
Minimum five (5) years of directly related work is required.
More than six (6) years of directly related work is preferred.
Previous team leadership and personnel supervisory role is required.
CPA Certification is preferred.
Laws, rules, statutes, and guidelines related to school finance, business operations, and generally accepted accounting principles is required.
Organizational, management and supervisory principles, standards, and practices is required.
Managing, projecting, formulating, and establishing budgets is required.
Data processing systems and software used in the collection, analysis, reporting and accounting of learner and financial information is preferred.
ND Century Code sections relevant to school districts and education is preferred.
Administrative policies and procedures, risk management, insurances and purchasing rules, and requirements related to school environment is preferred.
Developing and implementing accounting controls, procedures, and methods consistent with acceptable accounting procedures and methods is preferred.
Accounting analysis and projection techniques and procedures in the analysis of cash flow requirements, revenue projections, budget requirements, and other financial projections is preferred.
Interpersonal, presentational, and communication skills needed to advise, negotiate, persuade, and interact with district stakeholders is required.
Salary:
Negotiable at offer. Salary range is $126,205-$154,251.
