Job Description:
JOB OVERVIEW
The Business Manager is responsible for overseeing accounting, reporting, and business office functions while supporting school administration, policy, and overall district operations. The Business Manager reports daily to the Superintendent, and the School Board when in session.
PERFORMANCE RESPONSIBILITIES
Perform all duties assigned to the Business Manager under NDCC 15.1-07-21, 23, & 24, as well as Titles 21 (governmental finance) and 57 (taxation).
Serve as custodian of all school district funds, maintaining accurate records of receipts, expenditures, and fund balances for annual fiscal audits.
Supervise district business operations, coordinate and support external audits, and conduct internal audits as needed.
Prepare and submit financial reports to the Board, Superintendent, and state officials, including the annual financial report, employee compensation report, PER02, and required filings related to federal grants, programs, and impact aid.
Assist the Superintendent in the preparation and monitoring of the annual budget, ensuring compliance and transparency throughout the fiscal year.
Prepare, review, authorize, and countersign all warrants, contracts, and other financial obligations in accordance with the provisions of NDCC 15.1-07-10 & 12.
Manage investments to ensure district funds are secure and properly collateralized.
Maintain compliance with NDIRF requirements and ensure property and liability insurance coverage.
Attend all board and committee meetings and maintain complete and accurate records of all board proceedings.
Maintain an accurate inventory record of all equipment to meet GASB 34 regulations and for insurance purposes.
Provide guidance and support for employee bargaining process as requested.
Prepare, distribute, review, and file all other reports and contracts signed by the Business Manager and/or Board President.
Oversee payroll and benefits administration, ensuring accurate and timely processing of payroll, payments to vendors, and filings with TFFR, PERS, state tax, FICA, Workforce Safety, and unemployment agencies.
Establish and maintain personnel payroll files in accordance with an organized filing system.
Monitor and communicate changes in laws, regulations, and policies affecting the district, and advise the School Board as needed for decision-making.
Serve as the District Policy Liaison, assisting the School Board with reviewing and updating policies.
Serve in designated compliance roles, including Child Nutrition, Civil Rights Coordinator, and Child Nutrition Hearing Official.
Organize and supervise all school elections.
All other duties as assigned.
QUALIFICATIONS
Bachelor’s degree required; degree in Finance, Business, or Accounting preferred.
Three or more years of experience in public sector financial and business operations management experience, preferably in an educational environment.
Excellent communication skills.
Proficient computer skills to include Microsoft Office Suite (Word, Excel, Outlook).
Ability to work effectively and positively with students, staff, and community members.
Excellent organizational skills, including the ability to manage multiple projects and meet deadlines.
Strong attention to detail with a high degree of accuracy.
Ability to work in both a team setting and individually.
Demonstrated ability to take initiative, anticipate needs, solve problems, and follow through on responsibilities in a timely and effective manner.
Reliable in terms of good work attendance and punctuality.
TERMS OF EMPLOYMENT
Compensation based on an 8-hour day at an annual salary defined by the Superintendent. Length of work year is 12 months.
EVALUATION
Performance will be evaluated at least once annually in writing by the Superintendent.

Salary is negotiable depending on experience. Benefits include paid health insurance, dental insurance, retirement, long term disability and leave.
